An API-specific header for AV_HWDEVICE_TYPE_DXVA2.
Only fixed-size pools are supported.
For user-allocated pools, AVHWFramesContext.pool must return AVBufferRefs with the data pointer set to a pointer to IDirect3DSurface9.
